Description
Santa Fe County’s Finance Department is soliciting a qualified consultant to replace its 2019 fund‑balance/reserve policy with a modern, risk‑based reserve framework. The contractor will employ Monte‑Carlo or comparable chance‑based simulations to evaluate the County’s financial exposure across its General Fund, Special Revenue Funds, and Self‑Insurance Funds, taking into account the County’s AAA bond‑rating goal, existing budget contingencies, hazards from the Hazard Mitigation Plan, and insights gathered from management interviews. Deliverables include a reusable simulation model, identification of parametric‑insurance opportunities, and a set of policy recommendations covering reserve ranges, tranche structures, inter‑fund borrowing guidelines, and treatment of special‑revenue‑fund reserves.
• Perform a full risk‑based reserve analysis using chance‑based simulation techniques.
• Develop and deliver an Excel‑based (or County‑designated) simulation model for perpetual use.
• Identify and evaluate parametric‑insurance options to supplement reserves.
• Recommend a new reserve policy with floor‑ceiling ranges, tranche allocations, and borrowing rules.
The engagement is a fixed‑price, four‑year service contract with possible extensions.
