Description

The Executive Office of the President’s Office of Administration Information Technology (OAIT) is issuing an RFI to gather industry input on an internal e‑commerce and inventory management solution for office supplies. Respondents must provide a solution description, architecture, UI design, rough order‑of‑magnitude cost for software and services, support cost, relevant experience, a high‑level implementation schedule, and acquisition strategy (e.g., GSA Schedule). Submissions are limited to a 4‑page white paper, emailed by September 24, 2026. • Internal e‑commerce platform for 500 items, ~1,000 users, ~400 monthly orders • Must enforce per‑product spend limits, capture justification, and provide full audit trails • Requires role‑based access, SSO, and U.S.–based hosting • Options: SaaS subscription or on‑premise containerized app • Deliverables: architecture, UI design, ROM costs (software & services), support model, past federal experience, implementation timeline, acquisition vehicle recommendation • Submission: ≤4 pages, ≤5 MB, email to [email protected] (cc [email protected]) by 11:00 AM EDT, Sept 24 2026 • Questions due by Sept 17 2026, 11:00 AM EDT; answers posted on SAM.gov

Budget estimate

$500,000 – $2,000,000

Although the RFI does not specify a contract value, similar federal e‑commerce/ inventory‑management implementations typically range from $500 k for a basic SaaS deployment to $2 M+ for a full‑scale, on‑premise, containerized solution with extensive customization, training, and support. The estimate assumes a 12‑ to 18‑month implementation period, professional‑services rates of $150‑$250 /hr, and software licensing fees of $50‑$150 k per year.
