K12 E-Rate Internet Services

The State of South Carolina Department of Administration (OTIS) is seeking a statewide term contract to provide Category 1 E‑Rate internet connectivity, managed router services, and optional DDoS protection to all public K‑12 schools and libraries. The contract is a “not‑to‑exceed” fixed‑price agreement with an initial five‑year term (possible two‑year extensions) and an 8 % administrative‑fee that is E‑Rate‑ineligible. Vendors must be registered in South Carolina, hold valid FCC/SPIN certifications, and meet extensive security, SLA, and insurance requirements. The award will be based on lowest responsive price, and all work must be performed domestically.
