Description

The West Virginia Parkways Authority is seeking a vendor to supply, install, and commission a complete Road Weather Information System (RWIS) at eight locations along I‑77/64. The solution must use non‑invasive pavement sensors, include atmospheric weather sensors, a remote processing unit, NTCIP‑compliant software, a cellular modem (AT&T/Cradlepoint), and a weather‑proof cabinet with surge protection. The vendor must also provide power solutions (solar for one site), mounting hardware, spares, 5‑year maintenance, yearly hosting, training, and full documentation. Installation must be completed by the end of 2023, with a 24‑month warranty and a 48‑hour notice requirement for annual inspections. The award will be based on “best overall value,” not solely on price. • Supply and install non‑invasive RWIS hardware (sensors, cabinets, modems, RPUs) at 8 bridge/roadway sites. • Provide software, data acquisition, NTCIP‑compliant interface, and yearly hosting services. • Deliver training, operator manuals, and a 5‑year maintenance plan (first 24 months of parts/labor included). • Meet technical specs: –40 °F to 150 °F operation, humidity 0‑100 %, surge‑protected cabling, and compatibility with multiple vendor RPUs. • Must hold a WV contractor’s license, provide required insurance, and submit a sealed bid by 2 PM on 9/12/23.

Budget estimate

$1,000,000 – $2,000,000

No contract value is disclosed. Based on typical RWIS deployments, hardware (sensors, cabinets, modems) for eight sites can range $500k‑$800k, installation and integration $300k‑$500k, and five‑year maintenance/hosting $200k‑$400k. This suggests a total contract value roughly between $1 million and $2 million. The estimate assumes mid‑range equipment, moderate labor rates in West Virginia, and inclusion of spare parts and training.
