TAK-PSC-Audit and Consultation Services

The Turnpike Authority of Kentucky (TAK) is seeking a Certified Public Accounting firm to provide audit and consultation services. The selected firm will be required to perform a financial statement audit of TAK, including the completion of Closing Package Forms and a reconciliation of the information reported on the forms to the audited financial statements. The firm will also be required to provide consultation services with regard to bond refunding, new issues, and responses to the Finance and Administration Cabinet and State Auditor. Some key points to consider: * The audit must be performed in accordance with auditing standards generally accepted in the United States of America and the standards applicable to financial audits contained in Government Auditing Standards. * The firm must be licensed to practice in the Commonwealth of Kentucky and provide a print-out of the individual Licensee Search or Firm Verification screen from the Kentucky Board of Accountancy website. * The firm must have experience in auditing comparable bond issues and attendant investment schedules, as well as experience with computerized bookkeeping systems and Commonwealth of Kentucky Closing Package Forms. * The firm must provide resumes for all personnel proposed for assignment to the project, detailing their educational qualifications and previous work assignments. * The firm must provide a detailed description of the audit approach, including setting audit objectives, audit planning and analytical procedures, establishing materiality levels, and studying the internal control structure and assessing control risk.
