Kentucky Bids and Bidding Guide

Kentucky state agency RFPs are published through the Commonwealth's eProcurement system, and you view and respond to them through Vendor Self Service (VSS) — vendors must be registered before they can be awarded a contract, so registration is a prerequisite rather than a formality. Below the state, Kentucky is unusually fragmented: 120 county governments, 171 school districts, and two of the largest buyers are consolidated city-county governments that run their own portals. This guide covers each of them.

What Makes Kentucky's Procurement Landscape Unusual?

The number of separate buyers, relative to the size of the state. Kentucky has 120 counties — the third-most of any state, behind only Texas and Georgia — in a state ranked in the bottom half for land area. It also has 171 public school districts and nearly 1,500 public schools. And two of its biggest buyers are merged governments: Louisville Metro consolidated with Jefferson County, and Lexington operates as the Lexington-Fayette Urban County Government. Practically, that means a Kentucky vendor is dealing with an unusually large number of independent purchasing offices for a state its size, and each has its own registration.

  1. Presidential Legacy: Kentucky is the birthplace of Abraham Lincoln, the 16th President of the United States. Kentucky proudly stands as the birthplace of Abraham Lincoln, the 16th US.
  2. Equestrian Excellence: The Kentucky Derby, often dubbed "The Most Exciting Two Minutes in Sports," showcases the state's horse racing culture.
  3. Bourbon's Bastion: Kentucky isn't just famous for its bourbon. The Bourbon Trail, dotted with famous distilleries, draws connoisseurs from across the globe.
  4. Natural Wonder: The Mammoth Cave, the world's longest-known cave system, is a testament to Kentucky's natural beauty.
  5. Musical Melodies: From the gentle banjo strumming to foot-tapping fiddle tunes, bluegrass music, closely associated with Kentucky, is the state's melodic gift to the world.
  6. Kentucky's Urban and County Canvas: Bid Banana's vast database covers RFPs across Kentucky's booming cities and counties. Here are the key players:

Cities:

Louisville, known worldwide for the Kentucky Derby; Lexington, the heart of horse farms and the University of Kentucky; Bowling Green, the home of the National Corvette Museum; and other cities like Owensboro, Covington, Hopkinsville, Frankfort, Richmond, Florence, and Georgetown, each with its unique charm and business potential.

Counties:

Jefferson, Fayette, Kenton, Boone, Warren, Daviess, Hardin, Campbell, Madison, and Bullitt counties are among the state's larger counties.

Where Are Kentucky RFPs Published?

Navigating the myriad of RFPs in Kentucky can initially seem daunting. Yet, with the right tools and approach, it transforms from a maze into a straightforward path. Here's a roadmap to guide you:

Key RFP Portals in Kentucky

  1. State agencies — eProcurement and VSS. The Finance and Administration Cabinet's eProcurement site is the Commonwealth's front door for state business opportunities, and the system behind it is Vendor Self Service (VSS), where you manage your vendor account, view current opportunities and bid online where permitted. It also shows recent awards, which is worth reading whether or not you bid — it tells you who is winning in your category. Note the rule that catches people out: vendors must be registered before they can be awarded a contract.
  2. Louisville Metro Government. Kentucky's largest city and its county are one government, which makes Louisville Metro procurement a single very large buyer rather than two medium ones. Solicitations run through the Louisville Procurement Portal, hosted on Bonfire, and you need an account there to download documents and submit a response. Metro also publishes information on its existing contracts, including renewable ones — the renewal dates on that list are opportunities the bid postings will not tell you about for months.
  3. Lexington-Fayette Urban County Government. Lexington's Division of Central Purchasing handles all major purchases for the merged city-county government and publishes open and closed bids, quotes and RFPs. Closed bids matter as much as open ones here: they show what the government actually bought, at what price, from whom. Lexington also runs separate vendor and contractor registrations, so check which one applies to you.
  4. The universities. The University of Kentucky posts its own bid and proposal opportunities through UK Procurement Services, and the University of Louisville runs its own procurement office separately. Between them they buy construction, laboratory equipment, IT, food service, facilities maintenance and professional services — and both post their solicitations on their own sites rather than the state list.
  5. The other 118 counties, and the school districts. Once you have covered the state, Louisville, Lexington and the universities, there are still 118 county governments, hundreds of cities, and 171 school districts posting independently. This is the long tail, and it is where competition is thinnest — not because the work is worse, but because almost nobody is willing to check that many websites.

How Do You Track Kentucky RFPs Across All These Portals?

Kentucky's fragmentation is the whole problem. State eProcurement, Louisville's Bonfire portal, Lexington's purchasing division, two universities and 118 more counties do not talk to each other, and none of them will tell you about the others. This is what an aggregator is for:

  1. One search across every layer. Bid Banana holds 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, so a single keyword-and-filter search reaches state, county, city, school district and university solicitations together instead of one portal at a time.
  2. Daily alerts instead of daily checking. A Saved Search runs automatically and emails you the new Kentucky matches in one email digest, daily or weekly, at the hour you pick. Register in VSS as well, so the Commonwealth's own notices reach you directly.
  3. Stop guessing at keywords. A Match profile describes your business once and surfaces the solicitations that fit it, which is the difference between finding what you searched for and finding what you should have searched for.
  4. Read the awards, not just the openings. Kentucky's VSS shows recent awards and Lexington publishes closed bids. Searching closed bids and award data tells you who is winning in your category and roughly what they charged — which is better preparation than any amount of proposal polish.

How Does Kentucky's Resident Bidder Preference Work?

This is the part of Kentucky procurement most out-of-state bidders never find out about until they lose. Under KRS 45A.494, Kentucky applies a reciprocal preference for resident bidders. It is not a flat percentage. If a Kentucky resident bidder is competing against a nonresident from a state that gives its own residents a preference, Kentucky matches that preference — so a bidder from a state with a 10 percent in-state preference is effectively bid against as though the Kentucky company's price were 10 percent lower, for scoring purposes only. If the nonresident's home state has no preference law, nothing is applied. And it reaches further than state agencies: the law covers contracts funded or controlled in whole or in part by a public agency, which includes local governments.

Claiming resident status is not automatic. You submit a notarized affidavit with your response, and to qualify you must be authorized to transact business in Kentucky, have filed Kentucky corporate income taxes for the prior year, have made payments into Kentucky's unemployment insurance fund over that period, and hold an active Kentucky workers' compensation policy. Failing to produce the documentation when asked means disqualification. If you are a Kentucky business and you have not been filing that affidavit, you have been giving away an advantage the legislature wrote for you.

How Do You Write a Winning Kentucky Proposal?

Locating an RFP is only the beginning. Crafting a proposal that stands out in a sea of bids is the real challenge. Here's how to ace it:

  1. Dive Deep: Understand the RFP's every detail. From submission requirements to evaluation criteria, being thorough is crucial.
  2. Showcase Strengths: What sets you apart? Highlight your unique offerings, past successes, and testimonials.
  3. Bid the work you can actually win. One focused response to a solicitation that fits your capability beats three rushed submissions to ones that nearly fit. Kentucky RFPs set out their evaluation factors and their relative importance, so a partial match shows up plainly — and a near miss costs you the same week of work as a win.
  4. Engage Proactively: Keep the lines of communication open with the issuing agency. This proactive approach can give you an edge.

What Kentucky actually buys follows its economy. Louisville Metro and Jefferson County buy public works, logistics and health services; UPS's global air hub shapes a lot of the region's transportation and warehousing procurement. Lexington and the University of Kentucky buy research infrastructure, laboratory equipment, construction and IT. Bowling Green and the western counties buy manufacturing-adjacent goods and industrial services. And across all 120 counties, the perennial categories are the same everywhere: road and bridge work, facilities maintenance, technology, professional services, food service and school transportation.

One procedural habit worth building: many Kentucky solicitations carry two deadlines, not one. There is a cut-off for submitting written questions, usually well before the submission date, and after it passes you are bidding on your own interpretation of anything ambiguous. Diary both dates the day you decide to bid.

Where Should You Start With Kentucky RFPs?

Four things, in order. Register in Vendor Self Service so you can be awarded a state contract. Register on Louisville's Bonfire portal if Metro work is in scope, since you need an account to download documents and respond. If you are a Kentucky business, get the resident bidder affidavit ready. Then set up a daily alert so the other 118 counties and 171 school districts are not depending on your browsing habits. Bid Banana is $49.99 per month or $479.99 per year for the whole database, and new users get a 7-day free trial.

FAQs

Where are Kentucky state RFPs posted?

Through the Finance and Administration Cabinet's eProcurement site, with solicitations viewed and responded to in Vendor Self Service (VSS) at vss.ky.gov. VSS also shows recent awards, which is useful competitive intelligence. Local government, university and school district bids are posted separately, not in VSS.

Do I need to register to bid on Kentucky state contracts?

Yes. Vendors wishing to do business with the Commonwealth must be registered before being awarded a contract, and registration is handled through Vendor Self Service. Register before you find a solicitation you want rather than after, because the deadline will not wait for your account.

What is Kentucky's reciprocal preference for resident bidders?

Under KRS 45A.494, Kentucky matches whatever preference a nonresident bidder's home state gives its own residents. If that state offers a 10 percent in-state preference, a Kentucky resident bidder's price is scored 10 percent lower against it. Nonresidents from states with no preference law trigger nothing. The law also covers local government contracts.

How do I qualify as a Kentucky resident bidder?

Submit a notarized affidavit with your bid. To qualify you must be authorized to transact business in Kentucky, have filed Kentucky corporate income taxes for the prior year, have paid into Kentucky's unemployment insurance fund over that period, and hold an active Kentucky workers' compensation policy. Failing to produce documentation on request means disqualification.

How do I find Louisville and Lexington bid opportunities?

They are separate systems. Louisville Metro runs the Louisville Procurement Portal on Bonfire, and you need an account to download documents and submit a response. Lexington-Fayette Urban County Government publishes open and closed bids, quotes and RFPs through its Division of Central Purchasing, with its own vendor and contractor registrations.

How much does Bid Banana cost?

Bid Banana is $49.99 per month or $479.99 per year. That covers 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily, with keyword and filter search, Saved Searches that email new matches, Match profiles and favorites. New users get a 7-day free trial.

How does Kentucky evaluate bids?

Kentucky applies a reciprocal resident bidder preference under KRS 45A.494, matching the preference a nonresident bidder's home state gives its own residents, and resident status is claimed with a notarized affidavit. Proposals are evaluated on price and the other factors set out in the RFP, which must state their relative importance.
