Owner’s Advisor for the Lee S. Dukes WTP Expansion

The City of Charlotte is seeking an Owner’s Advisor to provide professional services for the design, construction, and warranty phases of the Lee S. Dukes Water‑Treatment Plant (WTP) Expansion and related infrastructure. The Advisor will support procurement activities, oversee engineering design, manage construction oversight, and ensure compliance with project goals, schedule, and budget. The effort is expected to be valued at $10 million plus, with a focus on achieving diversity utilization goals for minority‑ and women‑owned businesses. • Provide advisory services from procurement through construction completion and warranty. • Oversee design of the WTP expansion and associated civil works. • Manage subcontractor performance and ensure MBE/WBE utilization targets are met. • Maintain required insurance (auto, professional liability, general liability, workers’ comp). • Work under the City’s Water‑Architectural‑Engineering Services department.
