Progressive Design-Build Services for Lee S. Dukes WTP Expansion

The City of Charlotte is soliciting a design‑build vendor to deliver the first phase of the Lee S. Dukes Water Treatment Plant (WTP) Expansion. The contractor will partner with the Owner and an Owner’s Advisor to define treatment processes, develop detailed designs, obtain permits, construct new facilities, and perform start‑up and commissioning for an 18 MGD conventional treatment train and associated infrastructure. • Scope includes facility planning, preliminary and detailed engineering, permitting, cost estimating, construction, and commissioning. • Required insurance (auto, professional liability, general liability, workers’ comp) and bonding (performance and payment) will be mandated. • The City targets subcontractor utilization for SBE, MBE, and WBE participants. • Project value is anticipated at $10 million plus, with the contract lasting until full project completion.
