Description
The County of Teton (WY) seeks a qualified professional engineering and planning consulting firm to update its High Injury Network (HIN) using recent crash data, prioritize safety‑critical roadway segments, and develop actionable, cost‑effective countermeasures that can be implemented in the near term while informing longer‑term investments.
• Update the HIN with 5‑10 years of crash data, create GIS layers, and produce a prioritized list of ~8‑10 high‑risk segments (urban & rural).
• Perform spot‑location safety diagnoses for each priority segment, identify crash patterns, and recommend context‑appropriate engineering, operational, speed‑management, and multimodal countermeasures.
• Distinguish near‑term/low‑cost actions from mid‑ and long‑term projects; provide planning‑level cost estimates, phasing, and a graphics‑rich executive summary.
• Conduct best‑practice reviews of speed‑limit setting and, optionally, safety performance function calibration and benefit‑cost analysis for the prioritized corridors.
• Deliver GIS data, memoranda, meeting minutes, and a final report that enables County staff and policymakers to move quickly toward implementation.
