RFQ 26-003 - Outside Counsel - Guardianship Matters - Northern NY

The NYS Office of Mental Health (OMH) Counsel's Office is seeking to procure, through a Request for Quote (RFQ), a local Contractor to provide Outside Counsel - Guardianship services & representation in Article 81 Guardianship matters on behalf of clients at its Northern NY psychiatric facility: St. Lawrence Psychiatric Facility in Ogdensburg, NY. Award is anticipated to lead to a three-year discretionary contract effective December 1, 2026. A detailed Scope of Work is provided in the attached RFQ 26-003 document (pp. 1-4). Also attached for reference is a draft version of the contract boilerplate (including scope as Appendix D). Interested vendors should review the RFQ document and contract boilerplate for further information. Included in the RFQ document is Attachment D - Quote Submission (pp. 7-8), which should be used to submit a quote in response to this RFQ. A pre-quote Q&A period shall be conducted in the coming 7-10 days. As noted in the RFQ document (p. 4), potential Offerors are to submit questions in writing to [email protected] by 3:00pm ET on Thursday, October 22, 2026. Questions and answers will be sent to all potential offerors, as well as posted to this ad, by Monday, October 26, 2026. Quotes are due no later than 3:00pm ET on Friday, October 30, 2026.
