Description
The City of Portland is seeking a qualified insurance broker to provide insurance brokerage and risk management services for a period of up to 5 years. The successful proposer will be expected to market and administer the City's commercial insurance portfolio, provide claims advocacy, and offer other risk management services. The City is looking for a broker with demonstrated experience in insurance and risk management, and the ability to work closely with City personnel to achieve the City's risk management goals. The scope of work includes broker core services, such as marketing and placing insurance policies, evaluating alternative risk transfer mechanisms, and providing written carrier rating status. The City also requires the proposer to perform comprehensive services, including developing a TULIP program, researching insurance markets, and negotiating with insurance companies. Some key points to consider are:
* The City has a decentralized Loss Prevention model, with larger bureaus employing Safety and Risk staff to implement loss prevention and employee safety programs.
* The City has a major renewal date of July 1, 2017, and the successful proposer is expected to assist with the renewal placement of expiring policies.
* The City is committed to reducing costs in all exposure areas, particularly in general and workers' compensation liability.
* The City takes an aggressive approach to non-insurance risk transfer by contracting for many high-risk services and advocating for strict hold-harmless and indemnification clauses in contracts with suppliers and contractors.
* The City has a 20% utilization goal for Disadvantaged, Minority, Women, and Emerging Small Businesses (D/M/W/ESBs) on City contracts.
Some of the key services that the proposer will be expected to provide include:
* Broker core services, such as marketing and placing insurance policies, evaluating alternative risk transfer mechanisms, and providing written carrier rating status.
* Comprehensive services, including developing a TULIP program, researching insurance markets, and negotiating with insurance companies.
* Broker premium services, such as bench marketing the City's insurance program, actuarial report review, and real property appraisal.
The City's insurance schedule includes a range of policies, including property, liability, workers' compensation, and excess liability. The City's risk management program is overseen by the Risk Management Division, which is responsible for managing the City's self-insurance funds, purchasing insurance for certain risks, and providing risk management support to City bureaus.
