RFP 2026-015 Fuel - 3 Year Contrac

Webb County is seeking qualified vendors to supply regular unleaded gasoline (87 octane) and #2 diesel, including delivery to county facilities, for an initial three‑year term with two optional one‑year renewals. Pricing must be based on the weekly OPIS Low Laredo Rack price plus applicable taxes, freight, environmental fees and a fixed vendor markup per gallon. Vendors must submit a fixed dollar‑per‑gallon markup that remains constant for the contract duration. The contract requires compliance with federal, Texas, ASTM and EPA fuel quality standards, temperature adjustments, and detailed invoicing referencing OPIS prices and purchase order numbers. Evaluation will be on a 100‑point scale: 50 points for price, 15 for references, 15 for delivery capability & emergency response, 10 for fuel quality/compliance, and 10 for vendor qualifications/financial capacity. Required submissions include certifications, insurance, ethics affidavit, and Form 1295 (Texas Ethics) where applicable.
