The Metropolitan Sewer District of Greater Cincinnati (MSDGC) is seeking qualified design‑build firms to submit Statements of Qualifications (SOQs) for the Little Miami Wastewater Treatment Plant (LMWWTP) High‑Rate Treatment (HRT) Facility. The project will add 115 mgd of peak wet‑weather treatment capacity, upgrade pump stations to handle 215 mgd, construct a new HRT building, demolish obsolete structures, relocate utilities, and integrate advanced process control and energy‑storage solutions. The procurement follows a two‑step progressive design‑build (PDB) approach: Phase 1 – design, permitting, and pre‑construction services; Phase 2 – construction, startup, commissioning, and acceptance testing under a Guaranteed Maximum Price (GMP). The City expects to award the contract in June 2027 with final project completion no later than 2035.
• Scope includes full design‑build services (design, permits, demolition, construction, electrical upgrades, control‑system integration, and commissioning).
• Required qualifications cover technical expertise in high‑rate wastewater treatment, civil/structural engineering, geotechnical investigation, environmental remediation, and energy‑storage technologies.
• Mandatory deliverables: detailed SOQ, financial resources data, surety/bonding capacity (≥ $400 M), insurance affirmations, and demonstrated compliance with minority‑business and inclusion programs.
• Evaluation will consider past project performance, key personnel availability, financial strength, and ability to meet schedule and budget constraints.
