Description

Salem State University is seeking a single‑vendor partner to provide a campus‑wide television service that delivers digital HDTV QAM channels, emergency alert integration, and four university‑originated channels over existing coax and fiber plant. The awardee must operate a centrally‑located head‑end, supply 24 × 7 support for students and IT staff, perform seasonal preventive maintenance, and manage all university‑owned equipment at no extra cost. Optional services such as DVR compatibility, TV guide provision, and IPTV streaming may be proposed for additional fees, and up to three one‑year contract extensions are available. • Required delivery of 71 mandated broadcast and cable channels plus local SSU channels, with CheddarU integration. • Managed service includes 24/7 call‑center support, defined SLAs, and full responsibility for university‑owned hardware. • No new roof penetrations; equipment must be placed on a weighted sled; all work must comply with Massachusetts building codes and low‑voltage wiring standards. • Contract base term 3.5 years (Jan 1 2020 – Aug 31 2023) with optional three one‑year extensions; optional IPTV and additional channel options may be added. • Proposals due 15 Nov 2019, with a pre‑bid conference on 25 Sep 2019 (optional).

Budget estimate

$1,000,000 – $3,000,000

The university’s 71‑channel lineup, 24/7 managed support, equipment maintenance, and a 3.5‑year base term suggest a mid‑size campus TV contract. Comparable university TV contracts range from $1 M to $3 M total over the base period, depending on equipment age, optional IPTV services, and extension pricing. Assuming $250 K–$350 K per year for core services plus $50 K–$150 K for optional features, the total contract value likely falls between $1 M and $3 M.
