RFI - Investment Consulting Services

The Washington Student Achievement Council (WSAC) is seeking investment consulting services to evaluate faith-based or values-aligned investment options for the WA529 Invest education savings plan. The consultant will provide independent, objective analysis and recommendations to inform decision-making. The scope of work includes market and investment landscape analysis, participant demand and equity considerations, fiduciary, legal, and regulatory considerations, operational and programmatic implications, implementation pathways and design options, and findings, recommendations, and decision support. • The consultant will define and categorize faith-based investment approaches and identify faith-based investment options currently available in the U.S. market. • The consultant will assess potential participant interest and demand, and evaluate how faith-based options may be perceived by diverse stakeholders and the general public. • The consultant will analyze fiduciary obligations specific to state-sponsored 529 plans and identify relevant federal and state legal, tax, and regulatory considerations. • The consultant will evaluate how faith-based options could fit within the Plan’s current investment structure and assess implications for recordkeeping, investment oversight, monitoring, and reporting.
