Mortgage Loan Services

The County of Volusia Community Assistance Division is soliciting proposals for mortgage loan servicing for its affordable housing programs. The goal of the servicing is to encourage and assist low and moderate income borrowers to keep their loans current, assist those borrowers who have fallen behind due to hardship or other reasons, to maintain effective management of the loan portfolio, and ultimately, to reduce portfolio delinquency rates. The selected firm will be responsible for providing mortgage loan services, including loan account set-up, monthly servicing, and loan modifications. The contract will be for an initial term of three years with the option for two subsequent one-year renewals. • The County has an existing portfolio of approximately 58 loans that are currently being serviced by an outside contractor. • The County anticipates that the portfolio of active amortized loans will continue to expand based on affordable housing funding allocations and needs. • The selected firm will be required to provide a detailed methodology and approach for maintaining mortgage loan services for the County. • The firm will be evaluated based on its qualifications, experience, and proposed pricing for the services. • The contract will include provisions for payment terms, termination, and confidentiality.
