Office of College & University Evaluation (OCUE) Modernization

The New York State Education Department (NYSED) is soliciting proposals to design, develop, and operate a cloud‑based, SaaS, low‑code Forms Management Platform that will replace a legacy mainframe and multiple MS‑Access applications supporting the Office of College & University Evaluation (OCUE) and the Office of the Professions (OP). The vendor must migrate existing data, build modernized web‑based registration workflows, provide e‑signature and online payment capabilities, ensure WCAG‑AA accessibility, integrate with NYSED internal systems, and supply post‑go‑live support and a warranty period. The contract will run from January 1 2027 to August 31 2032, with a single award and a subcontracting limit of 30 % of the total budget. Minority‑ and Women‑Owned Business Enterprise participation goals (30 % overall) are mandatory, and a 6 % Service‑Disabled Veteran‑Owned Business participation goal is encouraged. • Deliver a unified, low‑code SaaS platform for program registration, change requests, complaints, and reporting. • Migrate data from Unisys mainframe, MS‑Access databases, and network‑drive archives into the new system. • Implement workflow automation, role‑based access, e‑signature, online payment, dashboards, AI capabilities, and full WCAG‑AA compliance. • Provide licensing, training, 60‑day warranty, 3‑year support, and change‑request pricing (post‑go‑live).
