The NYSERDA Municipal Permitting Modernization Program (PON 5862) offers New York State municipalities a two‑year, no‑cost subscription to the Citizenserve® SaaS platform, covering permitting, planning & zoning, code enforcement, licensing, and request‑tracking. NYSERDA funds the vendor subscription, training, and technical support, while municipalities provide staff, data, and sign required agreements. The program is first‑come, first‑served until the $7.5 M funding pool (including a $3 M DAC reserve) is exhausted, with a final application deadline of 31 Dec 2026. Eligible municipalities must not already have an online system for the covered modules and must commit to full transition, quarterly reporting, and a Year‑3 budgeting plan. • Eligibility: any NY state city, town, village, or county without an existing online permitting/plan‑review system; must provide staff and sign agreements. • Scope of Work: data migration, system configuration, user training, ongoing support, quarterly webinars, and mandatory reporting for a two‑year project period. • Funding: NYSERDA covers the SaaS subscription, support, and training; municipalities incur no cost for the first two years but must fund the software thereafter (pricing in Attachment D). • Deliverables: execution of Vendor User Agreement and Participation Agreement, provision of legacy data, attendance at required meetings/webinars, quarterly progress reports, and a Year‑3 cost‑coverage plan. • Funding Amount: total program funding $7.5 M (with $3 M reserved for Disadvantaged Communities).
