Professional Land Acquisition & Relocation Services

The City of Tulsa is seeking an on‑call professional services vendor to provide comprehensive right‑of‑way (ROW) and relocation assistance for its infrastructure projects. The contractor will be responsible for appraisals, title work, negotiations, relocation coordination, condemnation support, records management, and project oversight on a per‑project basis, billed at hourly rates with pass‑through costs for specialized items. • Conduct certified appraisals, appraisal reviews, and provide appraisal reports for parcels of varying values. • Obtain and update title abstracts, prepare title opinions, and manage negotiations for property acquisition and easements. • Deliver relocation assistance and condemnation support in compliance with HUD and federal regulations. • Maintain a project database, provide monthly status reports, and assign dedicated project managers to oversee each assignment. • Bill the City on an hourly‑rate basis for key staff (Project Manager, Acquisition Agent, Relocation Agent, Document Specialist) with additional pass‑through costs for appraisals, title opinions, abstract updates, and transportation.
