Real Estate Bids and Bidding Guide
A real estate RFP is a public agency's formal request for proposals to deliver real estate services: brokerage and tenant representation, leasing and space acquisition, appraisal and valuation, property and facility management, or the disposition of land and buildings the agency no longer needs. Cities, counties, school districts, housing authorities, transit agencies and federal buyers all issue them, because most public bodies own or occupy far more property than they have staff to handle.
These are procurement documents, not property listings. Each one describes the portfolio or the space involved, the scope of services, the evaluation criteria the panel will score against, and the fee structure the agency expects. Reading it the way an evaluator reads it is what separates a scored proposal from a discarded one.
What Services Do Real Estate RFPs Actually Buy?
Real estate is a category, not a single service line. The five buckets below cover most of what shows up on public procurement portals.
- Brokerage and tenant representation — agencies hire licensed brokers to identify space, run comparisons and negotiate on the public body's behalf. Compensation is often commission based, and the solicitation will say how the broker is paid.
- Leasing and space acquisition — the U.S. General Services Administration advertises Requests for Lease Proposals, or RLPs, when a federal tenant needs office, warehouse or special purpose space. State and local agencies run their own versions under different names.
- Appraisal and valuation — agencies buy appraisals for acquisitions, easements, right-of-way, tax assessment appeals and disposition work. These are often awarded from a qualified pool rather than one at a time.
- Property and facility management — housing authorities, port authorities, airports and school districts contract out day-to-day building management, rent collection, tenant relations and maintenance coordination.
- Disposition of public property — when a public body no longer needs a parcel or a building, it advertises the sale or long-term lease and invites offers under a published set of rules.
Who Issues Real Estate Solicitations?
The buyer mix is broader than most brokers expect, and each type has its own posting habits and its own procurement calendar.
- Cities and counties — real property divisions, general services departments and economic development offices.
- School districts and public universities — campus real estate offices bid out appraisal, brokerage and surplus site sales.
- Public housing authorities — property management, maintenance and asset repositioning contracts.
- Transit, port and airport authorities — concession leases, right-of-way appraisal and station area property management.
- State departments of general services — statewide leasing and appraisal pools that other agencies order from.
- Federal buyers — GSA and other agencies post service solicitations on SAM.gov, while surplus federal real property sales are listed at RealEstateSales.gov.
What Is Inside a Leasing or Brokerage RFP?
Leasing solicitations are dense because the agency is trying to make competing offers comparable. Expect the document to define nearly every variable in advance.
- Identifying information — address, suite, floor, building name and ownership.
- Building basics — rentable and usable square footage, availability date, parking ratio, loading and after-hours access.
- Cost items — base rent, escalations, abatement, tenant improvement allowance and who pays for what.
- Lease term — commencement date, construction period, renewal and termination rights.
- Operating expenses — taxes, utilities, expense stops, janitorial and common area charges.
- Legal items — assignment and subletting rights, right of first refusal, holdover terms and required insurance.
Answer every one of those in the order the RFP lists them. Evaluators score against their own outline, and a strong response that reorganizes the questions is harder to score than a mediocre one that follows along.
How Are Appraisal and Valuation RFPs Different?
Appraisal solicitations are scored on the individual appraiser, not the firm. Panels look at the certification level held in the state where the property sits, the appraiser's experience with the specific property type, and compliance with the Uniform Standards of Professional Appraisal Practice, the standards published by The Appraisal Foundation and adopted into state licensing law.
Practical consequence: name the appraiser who will sign the report, attach the resume, and list comparable assignments by property type rather than by client name. If you are bidding a multi-year pool contract, show bench depth, because agencies want to know the work continues if one appraiser leaves.
Where Are Real Estate RFPs Posted?
There is no single feed. Public real estate work is spread across agency portals, state systems and federal sites, which makes it easy to miss solicitations you qualify for.
- The agency's own procurement page — smaller cities and districts often post nowhere else.
- State procurement portals — statewide leasing, appraisal and brokerage pools are usually centralized here.
- SAM.gov — the federal government's contract opportunities site, including GSA lease solicitations.
- RealEstateSales.gov — GSA's site for the sale of surplus federal real property.
Bid Banana searches 1.6M+ bids and awards from 4,000+ agencies across all 50 states, updated daily. Filter to real estate and narrow by agency, state or NAICS code, then save the search so new matches arrive in one email digest, daily or weekly, at the hour you pick. It is $49.99 a month or $479.99 a year, with a 7-day free trial.
If your work leans toward development sites, ground leases and public-private deals rather than services contracts, the companion guide to property development RFPs covers the two-step qualification process those solicitations usually use. Property management firms should also watch the corporate services category, since janitorial, security and facilities maintenance are frequently bid separately from management itself.
How Do You Write a Real Estate Proposal That Scores Well?
The habits below are what separate firms that win public work repeatedly from firms that bid once and stop.
- Mirror the scope line by line — use the RFP's own numbering so an evaluator can find each answer without hunting.
- Name the people — public panels score named brokers, appraisers and property managers, with licenses and years in the specific market.
- Show comparable public work — a city wants to see you have handled a public client's documentation and reporting requirements, not just a private landlord's.
- Price to the schedule provided — if the agency supplies a fee form, use it exactly. A creative fee structure on your own template is a common disqualification.
- Diarize the written-question deadline — it usually falls well before the submission deadline and is your only chance to get an ambiguous requirement clarified in writing for every bidder.
- Check for addenda before you submit — scope, due dates and forms change after release more often than people expect.
Two things make the next bid easier than this one. Build a reusable proposal core, meaning approach narrative, staff resumes, license copies, insurance certificates and reference sheets that only need light editing per solicitation. Then read the award data on past contracts before you price. Seeing what an agency actually paid the last firm, and who it paid, tells you more about your odds than any amount of guesswork.
Real estate RFPs reward firms that treat public procurement as its own discipline. The property expertise is table stakes. The differentiator is being organized enough to find the solicitation early, ask the right question during the Q and A window, and hand the panel a document that is easy to score.
FAQs
What is a real estate RFP?
A real estate RFP is a public agency's formal solicitation for real estate services. Depending on the category it may cover brokerage and tenant representation, leasing, appraisal and valuation, property or facility management, or the sale and long-term lease of property the agency no longer needs. It sets the scope, the evaluation criteria and the fee structure bidders must respond to.
Do I need a broker license to bid on a real estate RFP?
Usually yes for brokerage and property management work. Agencies typically require an active license in the state where the property sits, and they ask you to attach the license and name the individual who will hold the file. Appraisal solicitations go further and specify a certification level, such as certified general, for the property type involved.
How are real estate proposals evaluated?
Most public panels score against published criteria with assigned point weights: relevant experience, the qualifications of the named staff, the technical approach, references from comparable public clients, and price or fee. Some agencies use qualifications-based selection for professional services, ranking firms first and negotiating the fee only with the top-ranked firm, so check the solicitation's evaluation section.
Where do government agencies post real estate RFPs?
On their own procurement pages, on statewide procurement portals for leasing and appraisal pools, and on SAM.gov for federal service contracts including GSA Requests for Lease Proposals. Sales of surplus federal real property are advertised separately at RealEstateSales.gov. A bid search engine collects these into one place.
How does a government dispose of surplus property?
The agency declares the property surplus, then advertises it publicly, usually as a sale or a long-term ground lease with published terms. Offers are evaluated against those terms and often against reuse conditions the agency attaches. Federal surplus real property runs through GSA's disposal process and is listed at RealEstateSales.gov.
