Recovery-Centered Behavior Management Program

The Arizona Department of Corrections is seeking a qualified contractor to operate a comprehensive, evidence‑based Recovery‑Centered Behavior Management (RCBM) program for up to 90 incarcerated individuals per day. The contractor must provide full‑service recovery support—including meals, behavioral health, case management, substance‑abuse treatment, housing stabilization, employment/education services, medical‑mental health access, life‑skills training, and transportation—at no cost to clients or the State. The program must be staffed according to strict ratios, operate 24/7 on‑site, and adhere to extensive licensing, insurance, security, and reporting requirements. The contract is a firm‑fixed‑price, 12‑month initial term with the possibility of month‑to‑month extensions up to five years.
