Description

The Idaho Department of Health and Welfare is soliciting proposals to provide “Safe Families for Children” (SFFC) services combined with a monthly “Parents‑for‑Parents” (P4P) class instruction. The contractor will coordinate host‑family placements, deliver in‑home coaching, mentoring, and case‑management support for families with open child‑welfare cases, and must also run a curriculum‑based education class for parents involved in child‑welfare court. The contract is a five‑year indefinite‑quantity vehicle with per‑unit pricing and extensive reporting, insurance, background‑check, and staffing requirements. • Deliver SFFC services: host‑family placement, family assessments, care coordination, in‑home coaching, and mentoring for families in Idaho’s West Hub (Regions 3 & 4). • Provide a monthly Parents‑for‑Parents class (initially in‑person, expanding to virtual statewide) using a Department‑approved curriculum, with a certified instructor and a parent co‑instructor. • Meet mandatory staffing, insurance, background‑check, and documentation obligations; submit monthly service reports, quarterly quality‑assurance reports, and maintain a case‑management system accessible to the Department’s Contract Monitor.

Budget estimate

$200,000 – $700,000

The solicitation does not disclose a contract ceiling. Comparable state SFFC contracts have ranged from low‑five‑figure annual amounts for limited mentoring services to mid‑six‑figure totals for full‑scope safe‑family placement and coaching programs. Assuming a fully‑burdened per‑unit rate that covers host‑family coordination, staffing, insurance, and the monthly P4P class, a realistic estimate would be roughly $200,000–$700,000 per year, yielding a five‑year contract value between $1 million and $3.5 million. Factors influencing the final amount include the number of families served, travel costs across the West Hub, and the depth of reporting/quality‑assurance requirements.
