Englewood South Phase Two Development

The Atlanta Housing Authority is seeking a qualified developer to redevelop three “shovel‑ready” parcels (approximately 8 acres) of the former Englewood Manor site into mixed‑use, mixed‑income housing. The developer must provide design, construction, financing, and post‑completion property‑management services, meet sustainability standards, and incorporate community‑engagement and Section 3 opportunity plans. • Deliver up to ~500 residential units (minimum 40 % affordable, up to 20 % homeownership) with mixed‑use ground‑floor retail and amenities. • Provide a detailed financial structure, including equity participation, developer reimbursement to Atlanta Housing, and a ground‑lease (≤ 65 yr) with AH retaining a 25 % equity stake. • Submit comprehensive development team qualifications, a management plan, sustainability (LEED Gold or equivalent), and an Opportunity & Inclusion plan meeting HUD Section 3 requirements.
