R--Notice of Intent to Sole Source for McCloskey Energy and Metals Package by OPIS

The National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to OPIS, A Dow Jones Company, for a subscription license to the McCloskey Energy and Metals Package. This package provides short and long-term proprietary forecasts of steel demand, pig iron production, metallurgical coal demand, iron ore supply, and scrap metal supply and demand. These materials, data, and information are critical to NETL’s Strategic Systems Analysis and Engineering mission. • The package provides proprietary forecasts of energy and metals markets. • The subscription license is considered a sole source to Dow Jones & Co Inc. because OPIS is the sole provider of the McCloskey Energy and Metals Package access license. • Interested parties who believe they can meet the NETL requirement must provide evidence of their capability to fulfill the requirement by July 8, 2026, 5:00 PM ET.
