Description

The New Castle County Vo‑Tech School District is seeking a vendor to supply, install, and support a turnkey driving‑simulator training solution for its teen‑driver education program. The contract calls for sixteen fully‑featured “Ultra Cockpit” simulators (each with three‑screen LED display, force‑feedback wheel, stainless‑steel pedals, automatic/manual transmission capability, adjustable seat, and integrated software), associated peripherals, installation, and a train‑the‑trainer session, with delivery and operational readiness by August 2026. The award will be made to the lowest responsive and responsible bidder; all prices must be firm, inclusive of shipping, installation, and training, and the contract includes a one‑year base term with up to three one‑year extensions. • Quantity: 16 complete driving‑simulator systems (plus cables, Dell computer warranties, optional server, shifters, and software). • Scope: supply hardware, software (standard and optional advanced), installation, on‑site training, three‑year warranty for Dell equipment, and ongoing support. • Deadline: hard‑copy bid due 3 PM on 21 January 2026 (earlier than the original February deadline). • Mandatory insurance (general liability, auto, workers’ comp) and Delaware business‑license registration required; bid‑bond and performance‑bond waived. • Contract period: 24 Feb 2026 – 24 Feb 2027, with possible extensions; payments within 30 days of invoice.

Budget estimate

$400,000 – $800,000

No contract ceiling is disclosed. Assuming an average unit cost of $40,000–$50,000 per simulator (including hardware, software, installation, training, and warranty), 16 units would total roughly $640,000–$800,000. Adding optional software upgrades and ancillary items could push the total toward $900,000. Therefore a reasonable estimate for the contract value ranges from $400,000 (if a lower‑cost solution is proposed) up to $800,000 (full‑spec, premium option).
