The District of Columbia is seeking multiple licensed elevator contractors to provide comprehensive, turnkey inspection, testing, preventive maintenance, corrective repair, and break/fix services for all District‑owned and operated conveyance systems (elevators, escalators, lifts, etc.) across schools, municipal facilities, parks & recreation centers, and human services shelters. The contract will be awarded on a Firm‑Fixed‑Price (FFP) basis with an all‑inclusive monthly rate covering labor, materials, equipment, travel, insurance, and overhead; only major‑repair parts exceeding the preventive‑maintenance allowance are reimbursable. Up to four one‑year option periods may be exercised, for a maximum contract length of five years. Bidders may submit for any combination of four aggregate award groups (A‑D) and must be D.C. licensed elevator contractors. The solicitation includes small‑business and CBE preference scoring and requires extensive staffing, licensing, and compliance documentation uploaded via the OpenGov portal. • Scope: Full‑service elevator and conveyance system inspection, testing (including Category 1 and 5‑year load testing), preventive & predictive maintenance, emergency repair, and parts replacement. • Contract type: Firm‑Fixed‑Price monthly rate plus a non‑guaranteed Owner‑Directed Allowance for major‑repair parts. • Award groups: (A) DC Public Schools, (B) Other municipal facilities, (C) Parks & Rec centers, (D) Human Services shelters. • Period: Base year 10/1/2026 – 9/30/2027 with up to four 1‑year options (max 5 years). • Eligibility: Must hold a D.C.
