Compost, Mulch, and Topsoil (Open-Ended)

The State of West Virginia, General Services Division is soliciting bids for an open-ended contract to provide Compost, Mulch, and Topsoil. The contract will be awarded to the vendor that provides the contract items meeting the required specifications for the lowest overall total cost. The vendor must provide the contract items on an open-ended and continuing basis, with delivery within seven working days of order receipt. The contract has no specific end date and will continue until terminated by either party. Some key requirements include: Compost must be made from organic matter, Mulch must be double or triple shredded and derived from natural organic hardwood, and Topsoil must contain 5-10% organic matter and be screened to be free of stones, roots, and debris. • The vendor must accept orders through various means, including wvOASIS, regular mail, facsimile, e-mail, or other written forms of communication. • The vendor must provide quarterly reports and annual summaries to the Agency. • The vendor must designate and maintain a primary contract manager responsible for overseeing the vendor's responsibilities under this contract.
