New York Economy-Wide Regulation Model Design and Build

Description of goods to services to be bid: NYSERDA seeks to develop a new modeling toolkit to evaluate potential carbon pricing mechanisms, such as an economy-wide cap-and-invest program or carbon fee for New York State. This open-source model would inform future carbon pricing policy and program decisions and provide inputs for separate secondary analyses, including air quality, jobs, household costs, and electricity sector modeling. If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: All proposals will be evaluated exclusively according to the evaluation criteria stated in the RFP, specifically 1) timeline and budget, 2) quality of approach to project tasks and deliverables, 3) expertise and capabilities, 4) past experience 5) other considerations, and 6) responsiveness to the RFP. The most qualified proposers will be able to demonstrate experience developing climate mitigation models and ideally some familiarity with carbon pricing.
