Description
The City of Casper, acting for the Central Wyoming Regional Water System Joint Powers Board, seeks a qualified consulting firm to perform a comprehensive study of its wholesale water metering, data‑collection, and billing processes. The consultant will assess current conditions, evaluate meter technologies and data‑management alternatives, modernize billing procedures (including integration with Tyler Technologies MUNIS), and develop a financial and implementation roadmap with prioritized recommendations.
• Conduct an existing‑conditions assessment of meter inventory, reading, calibration, and current billing workflows.
• Evaluate AMR/AMI and other telemetry technologies and recommend upgrades based on lifecycle cost and compatibility.
• Review data‑collection platforms, cybersecurity, and integration needs; propose modern alternatives.
• Analyze the wholesale billing process, identify inefficiencies, and design a modernization plan aligned with MUNIS.
• Produce cost estimates, phased implementation roadmap, and final executive‑summary presentation to CWRWS JPB.
