Description

The U.S. Army Corps of Engineers (USACE) Galveston District is hosting a virtual Industry Day on 9 September 2026 to introduce three FY‑27 dredging acquisition strategies: (1) consolidated “hopper” contracts for maintenance and beach‑renourishment work; (2) a Scope‑Dredge‑to‑Budget solicitation for the Galveston/Houston area; and (3) a five‑year National Small Business Multiple‑Award Task Order Contract (MATOC) for a wide range of dredging activities across Texas coastal harbors and waterways. Participants will be asked to provide feedback on proposed contract pairings, technical qualifications, and past‑performance criteria. The MATOC will require owners of qualified dredges (hopper, cutter‑suction, mechanical) to submit bonding, performance, and equipment documentation. The effort covers numerous ports (e.g., Sabine‑Neches, Galveston, Houston Ship Channel, Texas City, Freeport, Corpus Christi, etc.) with depths up to ~‑60 ft MLLW and transport distances up to 35 mi to disposal or beneficial‑use sites. • Virtual Industry Day: 09 Sep 2026 13:00 EST via Teams (RSVP by 08 Sep 2026 10 AM ET). • Three procurement pathways: consolidated hopper contracts, Scope‑Dredge‑to‑Budget, and a 5‑year Small‑Business MATOC. • MATOC will award task orders for maintenance, new‑work, and disposal activities; maximum ordering capacity TBD. • Required dredge capabilities: cutter‑suction (≥10‑in discharge), mechanical bucket (≥5 cubic‑yd bucket), or hopper; owned equipment only (no leases). • Past‑performance: three recent projects within last 6 years, depth 6‑50 ft, navigation channel/harbor work. • Bonding & EM 385‑1‑1 compliance required. • Projects span Texas Gulf Coast, covering over a dozen harbors and intracoastal waterways.

Budget estimate

$5,000,000 – $150,000,000

While the document does not disclose a specific dollar ceiling, USACE multi‑year dredging contracts for a region as extensive as the Texas Gulf Coast typically range from several million to well over one hundred million dollars. The MATOC’s five‑year ordering window, combined with numerous individual task orders for maintenance, new work, and disposal, suggests a total potential award value in the low‑to‑mid hundreds of millions. Smaller consolidated hopper contracts may be in the $5‑15 million range per contract, whereas the overarching MATOC could exceed $100 million over its life. Therefore, an estimated budget range for a qualified contractor could be roughly $5 million to $150 million, depending on the number and size of task orders secured.
