RFP 27-02: Integrated Small Area Planning, Urban Design, and Redevelopment Implementation Services

The City of Mableton is seeking a multidisciplinary consulting team to provide integrated small area planning, urban design, redevelopment planning, market and fiscal analysis, and implementation services. The team will establish a coordinated framework for selected corridors, activity centers, redevelopment sites, employment districts, gateways, neighborhood transition areas, and emerging growth areas. The work must connect land use policy, housing, mobility, infrastructure, urban design, economic development, and implementation decisions. Key tasks include project initiation, study area confirmation, existing conditions assessment, community engagement, vision and alternatives development, future land use and redevelopment strategy, urban design, transportation and infrastructure planning, market and fiscal feasibility analysis, and redevelopment plan preparation. • The consultant will design and facilitate an inclusive engagement strategy for residents, businesses, property owners, developers, community organizations, educational institutions, regional partners, and overlapping taxing jurisdictions. • The consultant will integrate technical analysis, community engagement, market and fiscal feasibility, urban design, infrastructure planning, and implementation strategy into one coordinated program. • The final integrated plan will serve as a foundational decision-making tool for the City, guiding capital improvement planning, annual budgeting, policy development, grant seeking, intergovernmental coordination, land use and zoning decisions, redevelopment initiatives, infrastructure investments, and public-private partnerships.
