ANC-2021-1 Cyber Security Management Program Proposal

Arkansas Northeastern College (ANC) seeks a qualified cyber‑security firm to operate its Cyber Security Management Program (CSMP) for a three‑year base period, with an optional one‑year extension. The contractor will provide comprehensive security awareness training, audit management assistance, and run a full‑service Cybersecurity Operations Center (ACOC) that includes continuous monitoring, vulnerability scanning, asset management, threat‑intel integration, and incident response. Proposals must be submitted in sealed paper format by May 3 2021, remain valid for 120 days, and the contract can be terminated with 90‑day notice or for cause after a 10‑day cure period. • Develop, deliver, and maintain role‑based security awareness training (classroom, web, webinars, etc.). • Maintain an audit request/response database, assist with audit artifact collection, and track remediation. • Operate the ACOC: 24×7 monitoring, monthly vulnerability scans, monthly asset inventories, automated threat‑intel feeds, and on‑demand incident response. • Provide senior cyber personnel for incident containment, forensics, and executive briefings. • Comply with Arkansas state law, indemnify ANC, and obtain prior consent for any subcontracting.
