NOTICE OF INTENT TO SOLE SOURCE

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a firm-fixed-price contract on a sole source basis to Verus Associates Inc. for services to the Ship Henry Bigelow machinery controls system. The requirement is for the contractor to perform work based on deficiencies identified during an annual ABS survey and a worklist generated during a Periodic Safety Test Procedure demonstration. The contractor must have knowledge of the Henry Bigelow machinery controls system and vessel configuration, and continuity of service enables portions of the required work to be completed under warranty, resulting in cost savings to the Government. Key points to consider: • The contractor must be able to meet the Government's required schedule while ensuring compatibility with existing systems and minimizing technical risk. • The contractor must possess relevant experience and provide pricing information (if available) and supporting documentation. • The Government does not have sufficient time to conduct a full and open competition without unacceptable delays. • Performance is required no later than June 6, 2026, to prevent further degradation of the system and potential operational failure.
