Description
The Hidalgo County Urban County Program is seeking a qualified consulting firm to develop a comprehensive Five‑Year Consolidated Plan, the FY 2028 Annual Action Plan, and an Analysis of Impediments to Fair Housing Choice for Hidalgo County and the cities of Edinburg, McAllen, and Mission. The consultant will conduct community‑needs assessments, identify housing and development priorities, evaluate fair‑housing concerns, and compile required HUD‑compliant documentation. Deliverables include the consolidated plan, annual action plan, and impediment analysis, all submitted in both hard‑copy and electronic formats by the bid deadline. The contract will be awarded to the most advantageous bidder and will be administered through the Hidalgo County Purchasing Department.
