(RFP) 27-15, Comprehensive Housing Plan Consultant Service

Henry County, GA is seeking a qualified consulting firm or multidisciplinary team to develop a Comprehensive Housing Plan that will guide county‑wide housing policy, development strategies, investment priorities, and implementation actions. The plan must address affordability gaps, housing instability, workforce housing shortages, transitional housing needs, and systemic barriers affecting vulnerable populations, and will serve as a foundation for regional planning with the Atlanta Regional Commission. The consultant will be responsible for all phases of the study—including data collection, public involvement, analysis, conceptual planning, and delivery of final reports and deliverables—while complying with all federal, state, and local regulations. Proposals must be submitted in sealed envelopes (or via the county’s e‑procurement portal) by 3:00 PM on October 6, 2026. Questions are due by September 22, 2026.
