Highway 11 Project - Victoria Commercial Area and Highway 10 Project - Victoria Area

The County of Carver is seeking a qualified consulting firm to provide full‑service professional engineering design for two connected highway improvement projects (CSAH 11 in the Victoria Commercial Area and CSAH 10 in the Victoria Area). The work includes preliminary and final design, environmental documentation, right‑of‑way coordination, geotechnical and traffic studies, utility relocation planning, public‑involvement activities, and delivery of construction‑ready plans in specified electronic formats. • Deliver comprehensive preliminary and final design packages for both highway segments, meeting MnDOT Level 1 standards and federal grant requirements (including a $3.04 M STBGP grant for CSAH 11). • Perform environmental investigations, permitting support (NPDES, CCWMO, MnDNR, USACE), traffic‑impact analyses, crash‑diagram preparation for ten intersections, and geotechnical sub‑surface investigations. • Conduct public‑involvement outreach (up to five open‑house events and six pop‑up events), create communications content, and coordinate with multiple agencies (MnDOT, cities of Victoria and Chaska, railroad, watershed agencies). • Provide detailed GIS/CAD deliverables (AutoCAD, Civil 3D, Bentley OpenRoads, 3‑D models) and a Quality Management Plan; manage schedule via CPM (Microsoft Project or Primavera P6) and submit monthly progress reports via Procore.
