DCA NSPIRE Inspections

The State of Georgia’s Department of Community Affairs is seeking qualified suppliers to provide comprehensive housing inspection and certification services under the HUD‑funded NSPIRE (and legacy HQS) protocols. The contract will cover all 159 Georgia counties, requiring the performance of initial, annual, biennial, special, re‑inspection, quality‑control, abate‑cure, and Remote Video Inspections (RVIs) for Housing Choice Voucher and Project‑Based Voucher units. Suppliers must maintain certified inspectors, handle background checks, provide Fair‑Housing training, manage data securely, and support weekend and emergency inspections. The award will be a five‑year contract (initial year plus up to four one‑year renewal options) with an estimated annual volume of 17,000–20,000 inspections and must include a statewide coverage plan, technical capability for RVIs, and a business continuity plan. • Perform HUD‑required NSPIRE and HQS inspections across all 159 Georgia counties. • Provide Remote Video Inspection capability by Jan 1 2027 and meet strict data‑security, Fair‑Housing, and background‑screening requirements. • Submit a detailed cost proposal per the provided cost worksheet, covering nine service lines for each of the eight planning regions. • Maintain ongoing compliance with Georgia e‑Verify, tax, anti‑boycott, and anti‑scrutinized‑company statutes. • Deliver inspection reports electronically via DCA’s Yardi system at least 21 days prior to scheduled inspections and support a 2‑hour appointment window, weekend work, and rapid life‑threatening re‑inspections.
