Description

The State of Missouri, on behalf of its Department of Natural Resources, is seeking a qualified contractor to provide full‑service pump‑and‑treat operations for a contaminated groundwater plume at the Valley Park TCE Operable Unit 2 site. The contract will cover operation, routine maintenance, performance monitoring, alarm handling, and reporting for a groundwater extraction and treatment system (GETS) that treats approximately 180 gpm of VOC‑laden water using a submersible pump, antiscalant dosing, bag filtration, and a six‑tray air stripper, with discharge to a municipal storm sewer. The contractor must be capable of remote (SiteLink) and on‑site control, winter operation, and compliance with EPA remediation goals. • Operate and maintain the GETS 24/7, including pump, blower, dosing, and filtration equipment. • Perform routine inspections, preventive maintenance, and corrective repairs per the O&M manual. • Monitor system performance (flow rates, alarms, water quality) and submit required reports to EPA/State. • Provide emergency shutdown and winterization procedures. • Supply consumables (antiscalant, filter bags) and coordinate with utility vendors.

Budget estimate

$1,000,000 – $3,000,000

Based on typical pump‑and‑treat contracts for a medium‑size Superfund site (≈180 gpm continuous flow) and assuming a multi‑year O&M scope, total contract value is likely in the low‑to‑mid millions of dollars. Factors influencing the range include duration of the contract (often 2–5 years), cost of consumables (antiscalant, filter bags), labor rates for 24/7 staffing, and reporting requirements to EPA. A conservative estimate would be $1 M – $3 M over the contract term.
