The City of Kalispell is seeking a qualified professional services firm to conduct a comprehensive water and wastewater cost‑of‑service and rate study, update water and wastewater impact fees, and develop or update a stormwater impact fee. The work will produce transparent, legally defensible methodologies, financial models, and implementation tools for the City’s utility rates and impact fees, and will include presentations to staff, advisory committees, City Council, and the public.
• Scope includes revenue‑requirement analysis, cost allocation, rate design, and impact‑fee methodology for water, wastewater, and stormwater.
• Deliverables: technical memoranda, draft and final study reports, updated fee schedules, editable financial models, and presentation materials.
• Firm must provide qualifications, relevant municipal utility experience, project team resumes, and a technical approach.
