Locomotive Coupler Pocket Retrofit

The City of Tacoma is seeking a qualified contractor to retrofit the coupler pockets on four EMD MP15AC locomotives owned by Tacoma Rail. The work includes removal of existing pockets, fabrication or modification of new pockets to accept both self‑aligning and non‑self‑aligning draft gears, supply and installation of new draft gears and couplers, and all required welding, inspection, and testing to meet FRA and AAR standards. The contract is budgeted at approximately $250 K and will run for a base period of four months, with possible one‑month extensions. • Remove and refit coupler pockets on four locomotives; install new draft gears and both self‑aligning and non‑self‑aligning couplers. • Perform all welding using AWS D1.1‑certified welders, with post‑weld inspection, static and dynamic testing, and documentation. • Provide full engineering drawings, quality‑assurance plans, and comply with Washington prevailing‑wage, insurance, and safety requirements.
