MassCor Specialized Training

The Massachusetts Department of Correction is seeking multiple vendors to provide specialized training on various equipment and processes associated with a manufacturing facility. The contract will be for a fee-for-service/rate contract, with an initial duration of up to one year and 15 options to renew for up to one year each. The contractor will provide operational training, and may also provide related educational materials, books, and supplies. The training may be provided as instructor-led, e-learning, blended learning, or other methods mutually agreeable to the vendor and MassCor. The contractor must have instructors available to deliver training at any approved MassCor or Department of Correction location. Vendors must submit a curriculum outline, objectives, and description of each course offered, as well as their subject matter expertise and experience in manufacturing equipment or processes. Some key points to note include: * The contractor shall strive to reflect cultural competency and cultural sensitivity. * The contractor shall meet the needs of the increasing Hispanic component of the Department's confined population by providing all training materials in Spanish as well as English. * Any training provided by e-learning must be approved by the Office of Technology and Information Services (OTIS). * The contractor is required to provide a standard class cancellation policy. * The contractor must have a written return policy. * Shipping, freight, delivery, handling, or fuel charges will not be paid by the users of this contract. * The contractor will be responsible for obtaining a purchase order number from the procuring department for all service requests and orders. * The contractor must agree to offer discounts through participation in the Commonwealth Prompt Payment Discount (PPD) initiative. * The contractor must comply with the Massachusetts Public Records Law and the Prison Rape Elimination Act (PREA). * The contractor must also comply with the Supplier Diversity Plan (SDP) requirements, which include making a significant commitment to partner with certified Minority-Owned and Women-Owned Businesses (M/Webs).
