Description

PNM is seeking to secure up to 50‑250 MW of new, incremental, accredited capacity that will be in commercial operation by the start of 2029, 2030, or 2031. The solicitation is an all‑source RFP aimed at bulk transmission‑level or distribution‑level capacity resources that will help meet forecasted load growth, replace retiring plants, and support reliability and renewable‑integration goals outlined in PNM’s 2023 Integrated Resource Plan. Respondents must guarantee delivery and commit to a minimum ten‑year operating term starting from the applicable Guaranteed Start Date. No specific technology is mandated, allowing any generation or transmission asset that can meet the capacity and timing requirements to be offered. The award will be based on cost‑effectiveness, reliability, and alignment with PNM’s planning criteria. • Procurement of 50‑250 MW of new capacity for the PNM system (NM‑TX region) • Guaranteed commercial operation by Jan 1 of 2029, 2030, or 2031 • Minimum contract term of ten years, with all‑source competition (no technology restriction) • Evaluation based on cost, reliability, regulatory compliance, and fit with PNM’s 2023 IRP

Budget estimate

$50,000,000 – $200,000,000

The RFP does not disclose a contract ceiling, but securing 50‑250 MW of capacity typically involves multi‑year power purchase agreements or capacity‑payment contracts. Assuming an average capacity payment of $100,000 to $200,000 per MW per year over a 10‑year term, the total contract value could range from roughly $50 million (50 MW × $100k × 10 yr) to $500 million (250 MW × $200k × 10 yr). Considering possible discounts, ancillary services, and regional cost variations, a realistic estimate is $50 million to $200 million.
