INSPECTIONS FOR HOUSING QUALITY STANDARDS (HQS) AND NATIONAL STANDARDS FOR THE PHYSICAL INSPECTION O

Clackamas County is seeking a contractor to provide inspections for Housing Quality Standards (HQS) and National Standards for the Physical Inspection of Real Estate (NSPIRE) on various properties. The selected contractor will be responsible for conducting initial, annual, and special inspections to ensure compliance with HQS and NSPIRE requirements. The contractor will also be required to provide detailed inspection reports, including photos, to support findings. • The scope of work includes conducting comprehensive initial inspections, annual re-inspections, and special or complaint inspections as requested by Clackamas County. • The contractor will be required to ensure that inspections are consistent and meet HUD standards, and to track and report inspection results to property owners and the County. • The contractor will also be required to provide educational resources or training to landlords and tenants to help them better understand HQS/NSPIRE requirements. • The contractor will be evaluated based on their organizational experience, staff qualifications, inspection process, and cost structure, among other factors.
