Background Investigation Services

The City of Richmond Police Department seeks a qualified individual or firm to perform POST‑compliant pre‑employment background investigations for 40‑60 public‑safety applicants per year, covering sworn officers, dispatchers, and professional staff. Proposals must be submitted electronically by the deadline, and the award will result in a three‑year contract with an optional two‑year renewal. The vendor must hold a California private‑investigator license, maintain required insurance per Attachment B, and operate within 75 mi of Richmond. • Conduct comprehensive background checks (criminal, credit, driving, etc.) using the Guardian Alliance platform. • Provide detailed reports for each applicant and handle partial‑completion cases. • Meet all City of Richmond ordinances (Living Wage, Sanctuary‑City, “Ban the Box”, etc.) and maintain appropriate insurance coverage. • No travel reimbursement unless specially negotiated; vendor must submit cost schedule covering all fees, travel, and per‑diem.
