Security Services Bids and Bidding Guide
Security and monitoring RFPs are contracts for guard services, electronic security systems, alarm monitoring, video surveillance, access control and cybersecurity, and public buyers compete nearly all of them. They are posted on SAM.gov for federal work, on state, county, city and school district procurement portals for everything else, and by hospitals, universities, airports and large private buyers on their own supplier pages.
This guide covers why these contracts are worth pursuing, where they are advertised, which keywords and NAICS codes find them, what you need in place to qualify, and how to write a response that scores.
Why Bid on Security and Monitoring RFPs?
- Recurring revenue — Guard and monitoring contracts usually run several years with renewal options and monthly billing, which is steadier than project work and easier to staff against.
- Demand across sectors — Schools, courthouses, transit systems, hospitals, utilities, airports and housing authorities all buy security separately, so your pipeline is not tied to one vertical.
- Past performance you can cite — Public awards are on the record, so you can name them in later proposals. That matters, because past performance sections carry weight in almost every security solicitation.
- Published evaluation criteria — Public solicitations state how they will score you and many allow a debrief afterward, so a loss still returns usable information about where you fell short.
- Room for specialists — Buyers frequently split guard services, systems integration, monitoring and cybersecurity into separate solicitations, so you do not have to offer all of it to compete.
Where Are Security and Monitoring RFPs Posted?
- SAM.gov — The federal contract opportunities portal run by the General Services Administration. A free account lets you save a search and receive email notifications whenever a new matching solicitation posts.
- State and local procurement portals — Each state runs one, and larger counties, cities, school districts, transit agencies and housing authorities usually run their own as well. Much guard and alarm monitoring work is advertised here.
- Public institution purchasing pages — Hospitals, public universities, airports and port authorities often post on their own purchasing pages rather than the state portal, so check the specific institutions in your service area.
- Cooperative and state term contracts — Public buyers frequently purchase security equipment and services through an existing cooperative or term contract rather than issuing a fresh solicitation. Getting onto one of those vehicles can be worth more than winning any single bid.
- Bid aggregators — Search engines that index public bid pages nationally, so one search covers federal, state, county and city sources without a dozen separate logins.
Which Keywords and NAICS Codes Find Security RFPs?
Buyers describe the post or the system, not the category, so search for the service being bought and use NAICS codes to catch what the wording misses.
- Guard services — “security guard services,” “unarmed security officer,” “armed security,” “patrol services,” “campus security,” “court security” and “crossing guard.”
- Systems and monitoring — “access control,” “video surveillance,” “CCTV,” “alarm monitoring,” “security systems integration,” “intrusion detection” and “badging and credentialing.”
- Cybersecurity — “penetration testing,” “vulnerability assessment,” “security operations center,” “managed detection and response,” “network security” and “information security assessment.”
- NAICS 561612 — Security Guards and Patrol Services, the code for manned guarding contracts.
- NAICS 561621 — Security Systems Services (except Locksmiths), covering alarm, access control and surveillance system installation and monitoring.
- NAICS 541512 and 541519 — Computer Systems Design Services and Other Computer Related Services, where most cybersecurity scopes are classified.
What Do You Need to Qualify for a Security Contract?
Security is one of the most heavily gated categories in public procurement. Check all of this before you invest time in a response.
- State licensing — Guard, alarm and private investigation licenses are issued state by state, and some solicitations require the license to be current at the time of bid rather than at award.
- Officer qualifications — Training hours, background checks, drug testing, firearms permits and minimum experience are typically specified per post, and your staffing cost follows directly from them.
- Insurance and bonding — General liability, workers' compensation and often a performance bond, at limits set in the solicitation. Get the certificate before you commit to the limits.
- Wage determinations — Federal service contracts carry Service Contract Act wage determinations that set minimum wage and fringe rates by labor category, and some state and local contracts set living wage floors. Price these first, because they usually drive the bid.
- Security requirements on your own systems — Federal and healthcare buyers can require specific controls, clearances or certifications covering the contractor's own network and staff. Read those clauses before assuming you comply.
How Do You Write a Security Proposal That Scores Well?
- A staffing plan by post — Show post assignments, shift coverage, supervision ratios and how you fill an unplanned absence. Evaluators care most about whether the post is covered at three in the morning.
- Recruitment and retention — Turnover is this industry's known weak point, so give your actual approach: where you sit on local pay, how you schedule, and what the training and promotion path looks like.
- A transition plan — If you are displacing an incumbent, set out the first 30 days in detail: retaining or hiring existing officers, badging, site familiarization, equipment installation and cutover.
- Named technology — State which systems you will use for tour verification, incident reporting and monitoring, what reporting the client receives, and how often.
- Escalation and response — Document what happens on an alarm or incident, who is contacted in what order, and against what response time. Vague language here costs points.
- Complete compliance forms — Include every required form, signed. Security solicitations are frequently rejected on administrative grounds before anyone reads the technical response.
Answer in the solicitation's own section order and numbering, and get your written questions in before the deadline. That is your only chance to clarify post hours, incumbent wage rates or who owns the installed equipment, and the answers go to every bidder.
What Should You Do After Submitting a Security Bid?
Confirm receipt, note the intended award date, and request a debrief in writing if you lose. Public debriefs give you your scores against the published criteria and often the winning price, which tells you whether you were priced out or scored out. Those are different problems with different fixes.
Then build the reusable core: staffing plans by facility type, officer training matrices, sample incident and activity reports, transition schedules, insurance certificates and past performance references. Most security solicitations request the same evidence in a different order. Tracking your RFPs and reusing content and an RFP response checklist turn that library into a repeatable process, and reading past bids shows how the same agencies have scored and priced similar work before.

FAQs
Where can I find security and monitoring RFPs?
Federal security solicitations are posted on SAM.gov. State, county, city, school district, transit and housing authority work appears on their own procurement portals, and hospitals, universities and airports often post separately. Bid aggregators index the public sources so a single search covers all 50 states.
Which NAICS codes cover security services?
NAICS 561612 covers Security Guards and Patrol Services for manned guarding. NAICS 561621, Security Systems Services (except Locksmiths), covers alarm, access control and surveillance system installation and monitoring. Cybersecurity scopes are usually classified under 541512 or 541519, computer systems design and other computer related services.
What licenses do I need to bid on a security guard contract?
Guard, alarm and private investigation licensing is issued state by state, and many public solicitations require your company license and your officers' credentials to be current at the time of bid rather than at award. Expect specified training hours, background checks, drug testing and firearms permits for armed posts.
How are security proposals evaluated?
Most solicitations weight a staffing plan by post, supervision and call-out coverage, officer training and retention, transition plan if there is an incumbent, incident escalation procedures, past performance on comparable sites, and price. Administrative compliance is a pass or fail gate applied before the technical score.
Are cybersecurity contracts bid separately from physical security?
Usually, yes. Buyers commonly split guard services, systems integration, alarm monitoring and cybersecurity into separate solicitations with different NAICS codes and different evaluators. That means a specialist can compete without offering the full range, but you have to watch several search terms to catch them all.
