2026 Supportive Housing Notice of Funding Availability (NOFA)

The 2026 Supportive Housing Notice of Funding Availability (NOFA) announces the availability of up to $20.9 million in funds to promote the acquisition, new construction, and acquisition/rehabilitation of supportive housing for extremely low-income households who are experiencing homelessness in Orange County. The NOFA also makes available up to 100 Housing Choice, Mainstream, and/or Veterans Affairs Supportive Housing Project-Based Vouchers for eligible projects. The funds will be used to support the development of permanent supportive housing, including small-scale housing, and will provide below market rate financing. Eligible applicants include non-profit and for-profit organizations, joint ventures, or partnerships that serve the identified purpose of this NOFA. The application process is open, and proposals will be considered on a first-come, first-served basis. Some key points to consider include: • The minimum number of units required is 5. • The project must provide permanent housing restricted to extremely low-income households who are experiencing homelessness. • The project must include a plan for provision of supportive services appropriate to the needs of the designated population. • The County will prioritize projects that have secured a building permit and/or can begin construction within 180 days of receiving the County’s funding commitment. • The application process involves a threshold requirement review, underwriting, and board approval. • The loan commitment is for a determinate amount of time not to exceed 24 months.
