2025 Supportive Housing Notice of Funding Availability

The Orange County Housing and Community Development (HCD) is releasing the 2025 Supportive Housing Notice of Funding Availability (NOFA) to provide up to $12.05 million in funding for the acquisition, new construction, and acquisition/rehabilitation of supportive housing for extremely low-income households experiencing homelessness. The NOFA also makes available up to 150 Housing Choice, Mainstream, and/or Veterans Affairs Supportive Housing Project-Based Vouchers (PBVs) for eligible projects. Key aspects of the opportunity include: * Eligible applicants: non-profit and for-profit organizations, joint ventures, or partnerships serving the identified purpose of this NOFA * Eligible activities: new construction, acquisition/rehabilitation, and conversion of commercial and light industrial to residential use * Eligible costs: hard costs of construction or rehabilitation, soft costs associated with acquisition, financing, and/or rehabilitation * Affordability requirements: units assisted with HCD funding must be restricted to households whose income does not exceed 30% of Area Median Income (AMI) * Developer fees: allowable for LIHTC projects as defined by California Tax Credit Allocation Committee (TCAC) adopted regulations * Application process: proposals will be accepted on a first-come, first-served basis, with a minimum of six months allowed for review and approval.
