Statewide On‑Call Bridge Construction Engineering & Structural Inspection Services

The New Mexico Department of Transportation seeks a qualified engineering/consulting firm (or consortium) to serve as the statewide on‑call provider for bridge construction engineering and structural inspection services. The contract is an indefinite‑quantity, task‑order IDIQ spanning four years, with the possibility of multiple awardees. Work will be issued as written task orders covering design reviews, construction observation, steel and concrete inspections, material testing, non‑destructive evaluation, bridge load rating, and related engineering deliverables across all New Mexico bridge assets and at out‑of‑state fabrication facilities. • Perform on‑call engineering reviews, field observations, and construction oversight for bridge projects (new construction, major rehabilitation, and Phase III work). • Conduct structural steel, concrete, and specialty inspections—including NDE, welding, coating, and fabrication audits—throughout the state and at external fabrication sites. • Deliver reports, test results, cost estimates, design modifications, training sessions, and final as‑built documentation; all deliverables become NMDOT property. • Provide capacity to mobilize rapidly statewide, meet health‑coverage thresholds, maintain required professional licenses, carry mandated insurance, and comply with OIG overhead‑rate eligibility. • Compensation is task‑order based (up‑to‑​​​ amount not pre‑stated); the contract may include retainage, liquidated damages, and health‑coverage provisions as work values exceed $250 k.
