FTCs provide intensive judicial monitoring, substance‑use treatment, and related services to parents involved with child‑welfare systems due to abuse, neglect, or other parenting challenges. The program seeks state, local, tribal, and municipal entities to design, implement, and evaluate FTC models that improve outcomes for children, parents, and families, with a focus on addressing opioid, stimulant, and other substance‑use disorders. Up to 11 awards may be made, with a total estimated funding pool of $9.02 million and a maximum award ceiling of $850,000 per recipient.
