The City of Phoenix is seeking up to three qualified contractors to provide on‑call civil construction services under a Citywide Civil Construction Job Order Contract (JOC). The contract will run for an initial 36‑month term (with an optional 24‑month renewal) and may reach a total value of up to $25 million. Qualified firms must be registered in the City’s Vendor Management System, hold appropriate Arizona contractor licenses, and be able to perform a broad range of civil works, including site improvements, earthwork, drainage, storm‑drain and utility installation, paving, landscaping, ADA retrofits, and traffic control. Each individual Job Order Agreement (JOA) will not exceed $4 million. The City will provide construction administration, inspection, and testing; contractors must use the UNIFIER web‑based project management system and maintain electronic records. Small Business Enterprise (SBE) participation of 10.5 % is required, and performance and payment bonds are mandatory for each JOA.

• Mandatory licensing, bonding, electronic record‑keeping, and UNIFIER system usage.

• No design responsibility except minor design; major design handled by City‑hired consultants.
